Onesphore Hakizimana


Mr. Onesphore Hakizimana is the Head of Insights, Inclusion, and Advisory Services (DII&AS) at FATE Consulting Ltd., where he leads the implementation of the organization’s strategic anchors—quantitative and qualitative research, program design, monitoring and evaluation, workforce development, and Gender Equality, Disability, and Social Inclusion (GEDSI) mainstreaming. Fluent in Kinyarwanda, English, and French, he brings extensive experience in research, evaluation, and advisory services, with a Bachelor of Science in Livestock Production and Technology Development from the University of Rwanda.
In his current role, Mr. Onesphore manages a diverse team of experts, overseeing the development and execution of impactful projects while ensuring alignment with organizational goals with his work emphasizes providing actionable insights, rigorous evaluations, and innovative workforce development strategies, ensuring that FATE delivers exceptional value to its clients and contributes to sustainable growth. Before this role, Onesphore served as the Executive Director and Senior Consultant of FATE Consulting Ltd., where he steered the organization’s strategic direction, operational excellence, and growth and providing technical expertise in research and evaluation. His leadership has played a crucial role in shaping FATE’s growth and impact in the sectors of social protection, education, the digital economy, and women’s empowerment.
Throughout his career at FATE, Mr. Onesphore has collaborated with esteemed organizations, including the Chronic Poverty Advisory Network (CPAN), Oxford Policy Management (OPM), ODI UK, Cowater International, FHI 360, RWAMREC, EQUIMUNDO, and Girl Effect Global. His technical expertise spans sectors such as social protection, digital economy, education, and women’s empowerment. Notably, he has led and contributed to significant projects like the State of Rwandan Fathers (SORF) study, the Monitoring, Evaluation, and Learning (MEL) services for the Exiting Poverty in Rwanda program, and the assessment of Gender Equality, Disability, and Social Inclusion (GEDSI) in the Rwandan social protection sector. Baseline, Monitoring and Endline of Bandebereho program as project lead, Country coordinator of early childhood care and education (ECCE) tools development. Lead of VUP Components process evaluation. Mr. Onesphore is committed to fostering inclusivity and evidence-based decision-making, striving to create sustainable, impactful solutions for FATE's partners and clients.
Before joining FATE, Mr. Onesphore made significant contributions through impactful roles and research projects. Notably, he was a Program Coordinator at Trinitas Community Organization and, prior to that, he conducted the ‘Community Assessment Survey’ for the “Demand Side Renewables for Agricultural Base Load Energy (DeSiRABLE)” Project by Southampton University, UK, and as part of academic requirements, Mr. Onesphore conducted a research project that addressed the critical issues of scarce availability of animal feed, the project titled Feeding Basal Soldier Flies to Poultry funded by Enable and implemented in partnership with Rwanda Agriculture Board (RAB).
Mr. Onesphore’s leadership extends beyond the professional realm, including leadership positions in organizations connecting faith and science such as the International Fellowship of Evangelical Students (IFES) and the Groupe Biblique Universitaire du Rwanda (GBUR).
