Onesphore Hakizimana

Mr. Onesphore Hakizimana is the Head of Insights, Inclusion, and Advisory Services (DII&AS) at FATE Consulting Ltd., where he plays a central role in leading the organization’s strategic pillars—quantitative and qualitative research, program design, monitoring and evaluation (M&E), workforce development, and Gender Equality, Disability, and Social Inclusion (GEDSI) mainstreaming. Fluent in Kinyarwanda, English, and French, Onesphore holds a Bachelor of Science in Livestock Production and Technology Development from the University of Rwanda.

In addition to his role as Head of DII&AS, Onesphore also serves as FATE’s Technical Director, providing technical oversight and leadership across all consulting assignments. He leads a diverse team of experts and ensures that the company’s research and advisory work remains evidence-based, participatory, and results-oriented. His technical guidance shapes the design and delivery of impactful solutions that meet client needs while contributing to national and global development goals.

Before taking on his current responsibilities, Onesphore served as Executive Director and Senior Consultant at FATE, guiding the organization’s strategy and operations. His leadership has significantly contributed to FATE’s success in areas such as social protection, education, the digital economy, and gender inclusion.

Throughout his career at FATE, Mr. Onesphore has demonstrated strong technical leadership by collaborating with esteemed organizations such as CPAN, Oxford Policy Management, ODI UK, Cowater International, FHI 360, RWAMREC, EQUIMUNDO, and Girl Effect Global. His expertise spans social protection, education, digital economy, and women’s empowerment. He has led and contributed to major initiatives, including the State of Rwandan Fathers (SORF) study, MEL services for the Exiting Poverty in Rwanda program, and GEDSI assessments in Rwanda’s social protection sector. As project lead, he directed the Bandebereho evaluations, country coordinator of ECCE tools development, and led the VUP process evaluation. His technical leadership has consistently provided strategic insights that inform inclusive, evidence-based programming and policy decisions in Rwanda.

Before joining FATE, he led community projects at Trinitas Community Organization and participated in research with Southampton University. He also conducted a notable academic research project on using Black Soldier Fly larvae for poultry feed, supported by Enable and RAB.

Beyond consulting, Onesphore is active in leadership roles that bridge science and faith through organizations that empower leaders like IFES and GBUR, reflecting his commitment to inclusive and transformation leadership and economic development.
